Exploring the Relationship Between India and Uganda: Bilateral Relations and Cooperation

Historical Ties and Cultural Linkages

India and Uganda share historical relations spanning over a century. Indians first came to Uganda in the beginning of the 20th century. India's freedom struggle inspired the early Ugandan activists to fight colonization, and eventually Uganda achieved freedom in 1962.

Economic and Trade Relations

India has emerged as one of the largest investors and trading partners of Uganda since the 1980s. Bilateral trade between the two countries amounted to 728 million in 2010-11, with the balance of trade heavily in India's favor, with Ugandan exports to India accounting for only 16.7 million. Indian business men are the largest taxpayers of Uganda, playing a key role in the Ugandan economy, especially in the trade, service, and manufacturing sectors. Indians in Uganda are predominantly of Gujarat descent. The Indian community presents the strongest and most durable economic and cultural links with Uganda. It is estimated that at present, there are approximately 35,000 Indians in Uganda. In 2022, India exported 594M to Uganda. The main products that India exported to Uganda were Packaged Medicaments (145M), Motorcycles and cycles (97.9M), etc. The Indian High Commissioner to Uganda, Upender Singh Rawat, said bilateral trade between Uganda and India in 2023 hit 1.35 billion dollars, with the trade balance in India's favor.

Key Sectors of Cooperation

India and Uganda have a long history of cooperation in various sectors, including trade, investment, education, healthcare, and infrastructure development. India has been a significant contributor to Uganda's development through various initiatives like the Indian Technical and Economic Cooperation (ITEC) program, which offers training opportunities to Ugandan professionals in various fields. The two countries also collaborate on projects related to agriculture, renewable energy, and information technology. India has provided significant support to Uganda's healthcare sector, with the construction of hospitals and the provision of medical equipment. India's expertise in pharmaceuticals and biotechnology has also been valuable to Uganda. Both countries have also established strong ties in the field of education, with numerous scholarships offered by India to Ugandan students.

Challenges and Future Prospects

Despite the strong historical and cultural ties, India-Uganda relations have faced challenges in the past, particularly during the reign of President Idi Amin in the 1970s. Around 60,000 Indians/PIOs were expelled from Uganda during this period. However, since the assumption of office by President Yoweri Museveni in 1986, bilateral relations have improved significantly, and the past anti-Indian policies have been reversed. Looking towards the future, both countries have the potential to further strengthen their bilateral ties through increased trade and investment, enhanced cooperation in key sectors such as agriculture, technology, and renewable energy, and by fostering greater people-to-people exchanges. The ongoing collaboration on various development projects, including infrastructure development and healthcare initiatives, can further strengthen the partnership and contribute to Uganda's economic growth and prosperity.

India and Uganda share a long and multifaceted relationship characterized by strong historical and cultural ties, substantial economic and trade interests, and a shared commitment to democracy, development, and international cooperation. The bilateral relations between the two countries have evolved over time, marked by periods of both challenges and progress. Despite past difficulties, the relationship has strengthened significantly in recent years, driven by mutual respect, shared interests, and a commitment to collaboration. India's continued support for Uganda's development initiatives, coupled with Uganda's growing economic potential, offers exciting prospects for further strengthening this partnership in the years to come.
